The Finance Minister in his Budget Speech of 2013 proposed a scheme to encourage skill development for youth by providing monetary rewards for successful completion of approved training programs.  
   
STAR stands for Standard Training Assessment Reward. The scheme branded as STAR (Standard Training Assessment and Reward) for promotional purposes envisages that a monetary reward will provide for financial help to those who wish to acquire a new skill or upgrade their skills to a higher level.  
   
The overall scheme at the National Level aims to train 10 lakh youth in a one year time period starting March 2014.JNCSM has successfully been allotted a target of 1,00,000 across sectors.  
   
The scheme has been launched by Ministry of Finance, GoI and driven by National Skill Development Corporation (NSDC) through its training partners and assessment partners. The scheme is valid till October 2014.
